as if fuel is perse an thing that is only allowed to be used by "transport" games, or as you specifically only relate fuel use to 

"Snowrunner/Mudrunner".

i.E.:

War Thunder has fuel (Round based PvP Tank/Plane/Ship battle Game/Simulation),

Construction Simulator, (title is kinda ironic, but thats accutually the best example out of the list)

Farming Simulator,

Out of Ore (Indie, Mining Game),

ArmA has fuel(Military Warfare Simulation),

Wargame Red Dragon has fuel (Live Action Strategic PvP),

Star Citizen (Space ((Ship) Simulator),

Jurassic World Evolution (Park managing Game),

.........,

......,

...,

the only games (partially) focussed on gameplay with vehicles, that don't use Fuel, that i get up my mind are racing games, ie. Forza and NfS, and GTA

there are lots of games out there that are not "Snowrunner/Mudrunner" but still have Fuel.
