Step by step of the bug
Step 1
Player 1 hosts game
Step 2
Player 2 joins host game.
Step 3
Player 2 spawns truck in garage, then quits game.
Step 4
Player 2 starts single player game
Step 5
Goes into player info menu > trucks and they can confirm what map the truck is on
Step 6
Player 2 can validate the truck is missing from storage.
Step 7
Player 2 will need to join online session to visit and retain the truck from the garage

If you join a host game and have a truck in the garage and then leave the host game the truck will stay in the garage on that map. Usually when I leave a host game my trucks on the map go back into storage within the garage. I'm not sure if it was designed that way but if a player does not have all the DLC maps and leaves a truck in a garage on a map they don't have it can get tricky getting it back unless you have a friend who can make an online session for that map to get it back.
I think guest trucks on the map or in the garage should all be recovered to storage when they leave to keep things simple.
