No vehicle classed other than a scout can be purchased when the vehicle storage availability rule "Only scout vehicles can be stored" is in effect, giving the error message "No empty Storage slots available".

Step by step of the bug

Step 1

Select New Game, then New Game +

Step 2

Switch "Vehicle storage availability rules" to "Only scout vehicles can be stored"

Step 3

Attempt to purchase any vehicle not classed as a scout
