Allow use of repair points from other trucks/trailers

Essentially the same change that was made for refueling during Year 3. Would allow the use of repair points/spare wheels on nearby trucks, their addons, and trailers without being inside/attached to them. 

The reason for this is because it is a minor, but common, inconvenience to have to change trucks just to repair the truck you were just driving, then hop back in that truck. This would also solve the issue of not being able to repair your scout with an unattached truck class service trailer or repair your truck with an unattached scout class service trailer. 

This change could also give the player more options to create service stations without needing to keep a truck there just to be able to repair.
