1000% this... people are already complaining about other factions dropping down an Ultramarine banner in comments and discussions.

Not yet. Let me do that! We need chapter banners for all the major chapters!

It wouldn't even require a dedicated costumization window. Simply make the banner mirror the Bulwarks choice of colours and emblem.
And if they wanna take it one step further, the patterns of the colours as well.
