You shouldn't have assumed that it would cross with cross-saves. Cross-saves save progression, but the cosmetics packs in the special editions of the game aren't progression - they are purchased. That also carries forward to all Season Passes that are purchased in the future. If you want them on both platforms, you will have to purchased them twice.

Don't expect that to change.
