Devs acknowledged this:

"Spore Mines spawn rate: we saw an increased spawn rate of spore mines. This is not intentional and is a bug that was likely introduced along with Biovore. There were no changes regarding AI Director in this area and it seems like spore mines spawn for much “longer” time rather than more “frequently”, again which is not intentional."
