Plasma Incinerator perk replaced without explain

Patch note 7.1 says the Plasma Incinerator artificer perk "Blast Radius"has been replaced with "Common Speed"


In fact where "Common Speed" replace with is "Supercharged Shot": Damage from Charged Shot increases by 10%


Is this a mistake? And If not I don`t understand why it has to be nerf, so is Plasma Pistol .

It isn't a mistake but in all honesty, i don't believe the new perk tree is a nerf in retrospect. They've mainly moved perks around on this patch. While i do believes that projectile speed is useful i think its outweighed by the fact you can now reduce the cost of charged shots from a minimum of 8 to 6. They also replaced another perk with the 10% bonus damage to terminus enemies perk. The point of the plasma incinerator is to deal massive amounts of damage at the cost of the weapon not being a hit-scan weapon and having a 'cool down' mechanic.

To me the fun of the plasma weapons is that they have a trajectory, a cadence, and a travel time. And there's a certain skill to shooting things from far away with the plasma weapons. When perks change that shell speed, it starts to mess with your accuracy and with your experience in leading shots. I had intentionally been avoiding the shell speed perks, now the best I could do is pick both so at least the weapon is consistent. But now I keep missing shots I would have hit because they fly too high or get ahead of moving targets, and I wonder if next week the bonus speed perk will be a different amount...

Reminds me Scorch from Titanfall 2 (and subjectively the best titan in the game)
