Do we know who is voicing Sevastus Acheran? His voice strikes such a familiarity in my head and I don't know why.

Not currently. IMDb only has credits for Clive Standen voicing Titus at the moment.

It seems Adam McNamara is voicing him.
So not a voice I had picked up on specifically, but his performance definitely shares qualities with another I can't quite place my finger on.
