Not OP but im having the same issue. Where it feels like im locked into 30-40 fps even though ive got some top of the line hardware. Ive been having this issue for weeks and it seemingly popped up out of nowhere.

The steam overlay says im running at 100-140fps but in game it feels around 40fps
I have all my graphical settings turned up to max, with some camera effects off. Frame generation on, DLSS on balanced.
Things I have tried:
- Lowering all of my graphic settings to low.
- Turning frame generation off
- limiting my FPS
- Turning frame generation off and then vsync on
- Turned sharpness all the way down
- Verified my files on steam
- uninstalled and completely reinstalled from steam
- restarted my PC numerous times
- turned camera shake off
Nothing has worked so im coming to the forums. I think this leans more on the bug side because I have no fps problems in any other games, and the steam overlap fps counter seems to match with what is in game. I would be happy to make a report over on the bugs tab if needed as well.

Hey hey, I would be willing to look into this problem because I had some framerate problems at first too, if you want to you can add me on discord under theonearchitect, we might find a fix together. also just one thing i noticed, Shadows on anything other than low make my game lag, dont know why
