Relic weapons should be the highest

​Relic weapons should always be the best available. However, for some weapons, like the Energy Sword or Power Fist, the Artificer has the highest damage. Shouldn't Relic be the highest rarity?

Currently, there are some weapons where Relic isn't the best asset you can get. Shouldn't the best weapons only be accessible in the Relic tree? It's kind of confusing that some weapons one level lower have higher damage but other stats are lower, while conversely, Relic weapons have less damage, a lot of damage, but speed and penetration are significantly higher.I currently see a lot of people only using Artificer because they say the Relic tree isn't worth it for damage.
