as i've said multiple times already, SM2's marines don't need to be made weaker but STRONGER. Space Marine franchise is all about power fantasy. an appropriate solution to unbalanced class strength was to STRENGTHEN other classes, and increase number of tyranids. adrenaline rush perk was the only thing that made players able to be reliant on themselves instead of having to look for annoying boxes, and you've decreased adrenaline rush healing by 50%.
moving the healing from majoris executions to extremis executions is making the player reliant on rare situations when they have an extremis to execute, which is basically a long waiting game that ruins the consistent survivability.
