Convert Armory Data to lower levels

Add a way to convert armory data to lower levels. It's great that there is now a way to 'upgrade' our armory data to higher levels so that you do not have to play higher difficulty levels to get the best gear. However, for people like me who only play higher difficulties, it is unfortunate that there is not a way to downgrade our armory data to lower levels. 

Having to play lower difficulties to get lower levels of armory data when grinding to upgrade a new weapon is an annoyance and boring. It would be a major quality of life improvement!
