Health Regen and Perk Changes

Ive been playing for a while now, my biggest gripe is still the health, I've posted it many times already but this time I'm going to give some constructive feedback.

I play Vanguard, I'm sure you can guess the reason. At level 25 we get this super cool perk "Adrenaline Rush". Adrenaline Rush reads "melee kills of majoris level or higher enemies restore health by 10%"

Just give this as a global setting to every class, replace it with something more unique for the class but please for the love of the Emperor just give Adrenaline Rush to everyone across the board.
