A perk rework has been done why not another. Instead of nerf or buff, flip the perk on its head.
here’s my suggestions:
1. The Banner will regain X% of red health when used/placed. (Same rate of armor regain, but regain red health, same banner duration, same cooldown before patch).
2. Regain Flat X% of health, but armor regain is reduced.
