Perks saved based on weapon loadout

Some perks require specific weapon load outs. Ex: Sniper has specific perks for bolt vs las or tactical has plasma weapon perks. These would be worthless for someone without the right wargear.

Option 1 would be to redesign the perks to be more generic

Option 2 would be to have perks be saved with the wargear as a whole loadout
