Custom ai squad mates?

Sorry to be a bother, I was wondering if there was a way to bring in customized AI squad mates in Operations? Like the squad mates having the weapons/perks we have for them when not playing as them?

I admit a part of asking this is because, at the moment, due to bills I haven't been able to pay for my PS+ membership to get actual players, and it seems Substantial is too much for me even with a level 25 character since my squad is basically set for minoris cleanup when I need help with the Majoris, Extremis and Terminus enemies. And during the rare moments that they actually do assist me, they might as well be hitting the bigger enemies with weapons made out of NERF foam.

But I also think it might be a good incentive to play other classes, ATM my Vanguard, Tactical, Assault and Bulwark are all level 25 because Sniper and Heavy don't really interest me, but allowing us to take in custom AI squad mates would give me a reason to play and level them since I'd want them to be doing maximum damage when going into battle with me.
