I have noticed that resyncing with the following Achievements so far haven't upgraded the Space Marine 2 Fan badge.

- The Die is Cast

- Glorious Victory

- Merciless

These are the ones I've currently owned and tested.

This might be a by-product of something like Advanced Access and the achievements of an account not being publicly readable yet.
