I changed friendlist and inventory to online, too. I resynchronized the link and linked/unlinked, too. But still didn't get both badges. :-(

Edit: Or maybe the badge didn't unlock since I bought the Rebuild Edition Loyalty Bundle?

Sorry about that. I think this is due to the fact that your inventory was not public. You should have the pre-order badge now!

Can you check whether your Steam account is public? To do so, go to your Privacy Settings: 

If your profile wasn't public, you can try resynchronizing the link again. But if your profile was indeed public, can you please share your Steam ID in PM? Thank you.

We're aware that this isn't as intuitive as it should be, and we're working on an easier way to respond in comments to a bug.
