From what i can tell, if you have extra armour (temporary armour) from armour pick ups in operation - and have the bulwark perk Focused Restoration - when it refreshes (every 40 secs) it will remove the extra armour putting you back at the default cap of 3, rather than leave you with the extra armour from the pick up
