The Sniper's Tactical Abmush perk claims to increase the damage of the Melee Attack that breaks Camo Cloak by 150%, but I appear to be dealing regular amounts of Melee damage when trying to utilize it. I tested gameplay with and without the perk against a Neurothrope and did not see any difference in damage dealt on the health bar.

Complicating factors may be the Lingering Concealment perk (which maintains the Hidden state for 2 seconds after breaking Camo Cloak) and/or the Combat Knife's Shoulder Bash perk (which replaces Distant Stab with Shoulder Bash).
