As far as I've read or can tell there still has been no substantial explanation why the level cap for pvp was increased to 28.  What's crazy is the cap was increased but veteran rank stayed the same at level XIII.  So aside from artificially creating a reason to level to 28 so you can equip the Volkite pistol you already had (not that you would want to), why add that in the last patch?
