Yes, I scanned all the bosses 
Yet I am 22/23 and I have to go through all of the campaign again from the beginning to find what I missed

This is not an achievement , this is a chore

I wish they would add a checklist in the game that tells you what you have and haven't tagged. I was missing the Helldrake boss from Operations and then the basic hormagaunt, even though I could have sworn I had tagged it a dozen times earlier. They already have a checklist of the data slates you do and don't have.
