don't restrict new players from playing absolute difficulty

carrying level 1s is the most fun part of public lobbies because it finally lets you have some challenge. don't ruin it with "1 finished operation requirement" to play on absolute difficulty.
speaking of new players themselves, it's their own choice. don't assume that you know what they want better than they themselves. they can return to battle barge and change the difficulty at any time.

there's nothing more annoying than a game studio locking the highest difficulty from players as if their players were a cattle needing an electric fence.
