is there a way to disable the glow\bloom effect from light sources? through the config for example, since no one wants to add this feature to the settings menu(

Are you on TV or PC monitor? I think, that the problem may be in TV or monitor settings.
If you are on TV, you can easily find tutorials on youtube. Also, if you use a tv with game mode option, use it + disable all the "assistance" option as well. It can create such issues. You will have higher FPS and better visuals.
