It would take me all day to reference all the media in 40k (including the tabletop) that depicts Astartes wearing capes. They look so cool and present zero downside to the game. Hell, id be satisfied with being able to wear the cape Titus wears during the prologue. Please, Saber.

The only excuse I can see for them saying "no" is wanting players to be able to tell snipers apart from other classes at a glance in, at least, PvP.
